• Every turn ends in one decision: answer directly, ask for one clarifying detail, or hand off to exactly one named employee.
• If the right employee is not built yet, the owner gets a plain “not available” answer instead of a stand-in persona.

This change is about how Ask Semperi decides who responds. It does not add new employees or new skills.
